Michel J. DeBottis'
municipal law experience as a city attorney and legislative experience as a Madison County Supervisor compliment the knowledge gained over more than 25 years of advocacy before various municipalities on behalf of individuals, businesses, real estate developers and not-for-profit business entities.
Mr. DeBottis frequently assists individuals, business and not-for-profit entities in land use, zoning
and environmental compliance matters, tax assessments and in the negotiation and drafting of contracts between municipalities and private parties. Michel DeBottis has successfully represented local government, individuals, property developers and other business entities in disputes regarding tax assessments through proceedings before local assessment review boards and in Supreme Court at tax certiorari proceedings.
Mr. DeBottis is available to provide legal guidance to municipalities such as counsel to elected officials and municipal department heads; guidance regarding the Open Meetings Law, Freedom of Information Law and related issues; review and preparation of municipal contracts, legal notices, resolutions, local ordinances, legislation, tax certiorari and assessment matters; Article 78 proceedings; litigation, real estate and zoning matters; special improvement districts; public bidding; intergovernmental agreements; and agreements between municipalities and private parties.
As City Attorney for the City of Oneida, Mr. DeBottis was the official legal advisor for all of the City of Oneida's offices, departments, boards, bureaus, commissions and agencies. He was responsible for preparing or overseeing the preparation of all of the City's local laws, ordinances, resolutions, contracts, deeds, etc. He prosecuted all of the City's actions to enforce local laws and ordinances, administrative hearings or other proceedings, including demolition proceedings. He handled or assisted the defense of claims against the City and the negotiation and drafting of various inter-municipal and intergovernmental contracts and agreements.
Mr. DeBottis chaired Madison County's Public Utilities Service Committee during all ten years of his service on the Madison County's Board of Supervisors. He was a prime negotiator and drafter of Madison County's agreement with a national corporation to develop a multimillion dollar facility for the production of electric and thermal energy from methane gas generated at the Madison County Landfill. Madison County derives a steady stream of income from the green energy produced through this project.
As a ten year member and eight year chairman of Madison County's Solid Waste and Recycling Committee, Mr. DeBottis employed his legal and business skills to protect the County's independent solid waste management facility from a threatened "hostile takeover" by a large international waste hauler. He was the driving force behind the County's Solid Waste Department's transformation from a financially vulnerable municipal business operation to an economically stable program operated as a successful business, which is able to handle the cost of multimillion dollar expansions, using its own cash resources rather than returning to its past reliance upon bonded indebtedness.
