The requirements of Federal privacy regulations which were implemented after the enactment of the Health Insurance Portability and Accountability Act of 1996 (“HIPAA”) are intended to prevent a patient's confidential medical information from being shared with others. After HIPAA was enacted, the United States Department of Health and Human Services issued Standards for Privacy of Individually Identifiable Health Information (the “Privacy Rule”).
A patient's Individually Identifiable Health Information relates to his or her past, present or future physical or mental health or condition, the provision of health care to the individual, or the past, present or future payment for the provision of health care to the individual, where there is a reasonable basis to believe that such information could be used to identify the individual. 

HIPPA limits the medical information that medical professionals may provide to others, even the patient's spouse and family members. A HIPAA Authorization is used to authorize health plans, physicians, health care professionals, hospitals, and other health care providers that have provided treatment, payment or services to a patient to release protected health information to family members or other persons designated by the patient, when such information could not otherwise be provided as a result of the HIPAA Privacy Rule.
